Technical Project Engagement Manager – DOC BIS (Hybrid) Location: Washington D.C. We are seeking a Senior Supply Chain/Economic/Compliance Analyst to support the U.S. Department of Commerce’s (DOC’s) Bureau of Industry and Security (BIS) in advancing U.S. national security, foreign policy, and economic objectives. This role plays a crucial part in ensuring an effective export control and treaty compliance system while promoting continued U.S. strategic technology leadership. This role is located at Department of Commerce, Herbert C. Hoover Building (HCHB), Washington, DC 20230. Work Description: BIS develops export control policies, issues export licenses, and prosecutes violators to heighten the nation’s economic prosperity. The objective of this project is to enhance the ability of Office of Strategic Industries and Economic Security (SIES) to conduct technical analysis, research, data analytics, data visualization for the BIS Export Administration (EA). In support of this program, strong candidates will demonstrate expertise in data analysis, survey methodologies, U.S. export policies, and all-source research related to the defense industrial base and trade remedies. They should adeptly manipulate diverse datasets for advanced supply chain analyses and design and evaluate industrial surveys to deepen BIS insights through industrial base assessments. Candidates must be capable of thriving in a fast-paced environment, taking the initiative, tracking progress, and providing practical, timely solutions. Responsibilities: Conduct all-source research utilizing government and commercial databases to assess the defense industrial base and trade remedies. Manipulate diverse datasets and perform advanced supply chain analyses to extract insights on emerging technologies and U.S. industrial competitiveness. Design, implement, and analyze industrial surveys; ensure compliance through outreach to industry stakeholders. Gather, clean, and synthesize survey data with other data sets; create charts, graphs, and comprehensive reports that support government policy decisions. Evaluate the impact of export controls on U.S. national security and industrial competitiveness; conduct studies involving complex variables related to export policies. Collaborate with industry and stakeholders to gather insights and respond to RFI and Section 232 investigations. Draft and edit chapters for industrial base reports and prepare technical documentation, presentations, and briefing materials for stakeholders. Provide project management support for Congressional reports and follow-up assessments. Monitor and evaluate research data on critical technologies relevant to U.S. competitiveness and security. Develop and maintain strong interpersonal relationships with stakeholders and engage in effective stakeholder management. Minimum Requirements: Program Management experience 6+ years of experience with a Bachelor’s Degree, or 4+ years of experience with a Master’s Degree Active Top Secret clearance with SCI eligibility Experience using Excel, Power BI, and other advanced data analysis tools Excellent communications skills (written and verbal) Preferred Qualifications: Project Management Professional Certification (or similar) Knowledgeable in Section 232 investigations, defense industrial base dynamics, emerging technologies, tariffs, industrial base, and trade policy Familiarity with the Harmonized Tariff Schedule (HTS) codes, Harmonized System (HS) Codes, Regulations.gov, Federal Register Notice, Export Administration Regulations (EAR), and the Commerce Control List (CCL) Understanding of Supply Chain Risk Management Recommended tools include Global Trade Atlas (GTA), Palantir, LexisNexis, Bloomberg Terminal, and Dun & Bradstreet Supplemental Application Materials Required : All applicants must be willing to provide a writing sample upon request.
